This tutorial is made in Photoshop CS6 but this can also work for older versions of Photoshop to around CS3. There are a variety of ways to change the color of hair, this I find the quickest and most realistic.
This tutorial covers the process and assumes you have a degree of knowledge regarding photography, lighting and color.
